Strengthening the Health Workforce for Improved Services: Results and Lessons Learned from CapacityPlus 2009-2015

The CapacityPlus final report details the project’s achievements in supporting country-led progress in health professional education, human resources management and leadership, use of health workforce data for decision-making, health workforce retention and productivity, professionalizing under-recognized cadres of health workers, monitoring and evaluation, and addressing gender equality in health systems.

Identifying Approaches and Tools for Evaluating Community-Based Medical Education Programmes in Africa

The PEPFAR-funded Medical Education Partnership Initiative (MEPI) aims to support
medical education and research in sub-Saharan African institutions. The intention is to increase the quantity, quality, and retention of graduates with specific skills addressing the health needs of their populations. While many MEPI programs include elements of community-based education (CBE), such as community placements, clinical rotations in underserved locations, community medicine, or primary health care, the challenge identified by MEPI-supported schools was the need for appropriate approaches and tools to evaluate these activities. This article, co-authored by Rebecca Bailey and Heather Ross of CapacityPlus, outlines the process of identifying tools that, with modification, could assist in the evaluation of CBE programs in participating MEPI schools.

Gender Discrimination and Health Workforce Development: An Advocacy Tool

Health professional education systems play a pivotal role in developing competent, motivated health workers who are vital to the delivery of high-quality family planning, maternal and child health, HIV/AIDS prevention and treatment, and other essential health services. This online tool outlines recommended combinations of gender transformative interventions to counter various forms of gender discrimination in learning environments, and provides advocacy strategies for stakeholders to develop plans to create, implement, and enforce conducive environments, equal opportunity, and nondiscrimination policies. The tool draws from a technical report and technical brief published by CapacityPlus on strengthening the health worker pipeline through gender transformative strategies.

Strengthening School Management: A Guide for Optimizing the Use of Health Workforce Education Resources

Education and training institutions around the globe are struggling to meet the increasing demand for more high-quality health workers. A more business-like approach to operating and managing these institutions would allow schools to produce greater numbers of competent and qualified graduates within budget. This guide includes self-assessment against predefined management standards or good practices, followed by prioritization, goal-setting, planning, implementation, and monitoring of progress. MEPI Connect—An Open Source Graduate Tracking Software System: Resource Requirements to Customize and Implement the System

MEPI Connect is a software system that supports medical schools to track and engage with their graduates. The system allows users to view and analyze graduates’ demographic and professional information. The information is obtained initially from the school registrar’s office, then from the graduates themselves, and, when possible, from human resources information systems at ministries of health and/or professional councils. The software was developed by the PEPFAR-funded Medical Education Partnership Initiative (MEPI) Physician Tracking Technical Working Group in collaboration with CapacityPlus and the MEPI Coordinating Center. This document describes resource requirements to customize and implement the system.

The Medical Education Partnership Initiative: Evaluating Community-Based Medical Education Programs: Workshop Report

In collaboration with the MEPI community-based education technical working group, CapacityPlus and the MEPI coordinating center conducted a community-based education evaluation workshop in Kampala, Uganda, April 1–3, 2014. The workshop brought together representatives from 11 MEPI-supported institutions and consortiums in 7 countries.

The Medical Education Partnership Initiative: Report of an eLearning Strategic Plan Development Workshop

In collaboration with the MEPI eLearning technical working group, CapacityPlus and the MEPI coordinating center organized and conducted a workshop to complete draft eLearning strategic plans for MEPI-supported institutions, share knowledge and experiences, and build a supportive network of eLearning collaborators. The workshop, which was held in Gaborone, Botswana, February 24–27, 2014, brought together representatives from 11 MEPI-supported schools and one MEPI consortium.

Scholarship Ceremony at the Gao Nursing School in Mali

To help make it possible for nursing and midwifery students to continue (or begin) their training, CapacityPlus provided 204 financial scholarships to the students most in need. On December 18, 2013, the school hosted a ceremony to award scholarships to recipients—who comprise 37% of the student body—and to receive new equipment and supplies. Reforming Health Education Institutions to Eliminate Gender Discrimination

Gender inequalities in admission, retention, and graduation are recognized as significant barriers to achieving preservice education goals. Less attention has been paid to how gender discrimination affects students’ education and career opportunities and faculty professional development, career opportunities, and satisfaction. CapacityPlus compiled and analyzed literature on gender discrimination in higher education, including health worker preservice education. Additional information was gathered by contacting institution staff and reviewing institutional websites. Presented at the 2014 Prince Mahidol Award Conference in Pattaya, Thailand on January 27–31, 2014, this poster summarizes the review, highlights lessons learned by the Kenya Medical Training College, and recommends key actions that stakeholders can take at institutional and governmental levels to counter gender discrimination.
