In-Service Training Improvement Framework Launched at the Third Global Forum on Human Resources for Health

There are more health worker in-service training programs than ever before, with training often representing the lion’s share of investments for strengthening human resources for health (HRH). But an increasing number of reports indicate that such training is rarely evaluated, frequently duplicative, and may not be designed to meet needs. A growing multiplicity of poorly-coordinated training providers may overwhelm and weaken training systems rather than strengthen them.

Ever since the first two global gatherings in Kampala in 2008 and Bangkok in 2011, human resources for health—or HRH, as this field has come to be known—has matured into one of the world’s biggest development bastions still to be conquered.

I had the good fortune to attend the Third Global Forum on Human Resources for Health in sunny Recife, Brazil, last week and moderate a couple of sessions and events. Whenever I join thousands of participants at such global conferences, I look back and wonder: Did I learn something? Was it worth the time and effort? And now what?

While Addis Ababa gears itself up for the third International Conference on Family Planning, I find myself on the other side of the world, nearly 8400 kilometers away, in Recife, Brazil.

As reproductive health policy-makers, advocates, and practitioners are gathering at the African Union in Ethiopia, some of us, who would like to clone ourselves to be there with you—and feel like we are there in spirit—are gathered in Brazil for the Third Global Forum on Human Resources for Health.

Strengthening Health Workforce Data for Improved Health Service Delivery

To improve health services, Uganda is focusing on the people that provide quality care. In our new video, Ugandan health workers, managers, and leaders show how the country’s efforts are paying off—and how service delivery has improved. The following story highlights one aspect of this work.

“My office is like a web. All information about human resources is needed in my office,” explains Ojulun Joreme. He’s the principal personnel officer for Dokolo District in Uganda. “Left and right I have to keep giving out information about each individual.”

Motivated to Do More

Monica Watuvamu is already serving her community as a nurse and midwife at Kamuli Mission Hospital in Uganda. But she wants to do more.

“I’ve been actually going back to school,” she says, “to upgrade and improve my knowledge and skills.” The hospital is contributing to the costs, which is a big help. “I’ve been motivated, and I’m still motivated to help patients so that they get better.”

Working in the ultrasound unit, Monica recently discovered that a woman had a ruptured ectopic pregnancy, which she knew to be an extremely dangerous and life-threatening condition. Monica moved quickly to get the woman into surgery, and a disaster was averted. “The following day,” she recalls, “all these people [at the hospital] were really happy that I managed to find it out and that the patient was helped.”

Improving Health Workforce Leadership and Management

Dr. John Baptist Waniaye was working as a medical officer when he realized he wanted to take on a new role. “I opted to go into management for health [because] I realized that there are gaps which when you’re a leader and a manager you can easily fix and make the environment very good for the health workers. And that is my drive—I want to see that health workers have what they need in order to offer their services and that our patients are happy.”

What’s Ahead? Making Commitments to Strengthening the Health Workforce

This week we’ve celebrated the amazing lifesaving work of health workers around the world, as part of the first-ever World Health Worker Week. We’ve also raised awareness of some of their challenges. Of course, one week is not enough, and health workers deserve our support and appreciation everyday—especially those on the frontlines.

Now it’s time to look ahead.

CapacityPlus and our lead partner, IntraHealth International, are deeply engaged in the planning process for the Third Global Forum on Human Resources for Health, which will take place November 10–13 in Recife, Brazil. We want this to be far more than a regular conference or a celebration of health workers—this event will serve as a target date to mobilize action on health workforce strengthening to achieve the health MDGs.
